Czym jest ISAP?

Internetowy System Informacji Prawnej został zaprojektowany i zbudowany w celu udostępniania informacji o aktach prawnych obowiązujących w RP, ogłoszonych w Dz.U. i MP. Początkowo używany wyłącznie przez Kancelarię Sejmu jako narzędzie wspierające obsługę procesu legislacyjnego w Sejmie, w roku 2001 został udostępniony publicznie w Systemie Informacyjnym Sejmu (http://www.sejm.gov.pl). Jest powszechnie wykorzystywany przez podmioty publiczne, przedsiębiorstwa, uczelnie, uniwersytety i studentów, wymiar sprawiedliwości, różne organizacje i stowarzyszenia oraz obywateli.
Baza Internetowy System Aktów Prawnych - ISAP zawiera opisy bibliograficzne w formie metadanych o każdym dokumencie, teksty w formie ujednoliconej opracowane przez legislatorów w Kancelarii Sejmu oraz teksty aktów prawnych opublikowanych w wydawnictwach urzędowych: Dzienniku Ustaw oraz Monitorze Polskim, wydawanych przez Prezesa Rady Ministrów zgodnie z ustawą z dnia 20 lipca 2000 r. o ogłaszaniu aktów normatywnych i niektórych innych aktów (Dz.U 2011 Nr 197 poz. 1172).

Funkcjonalność

Aplikacja umożliwia przeglądanie według lat oraz haseł. Dostępny jest także prosty formularz wyszukiwania aktów po słowach tytułu, statusie i rodzaju aktu, adresie publikacyjnym, dacie wydania oraz skojarzonych hasłach.
Kancelaria Sejmu dokłada wszelkich starań, aby informacje z bazy ISAP zamieszczane były niezwłocznie po ich opublikowaniu w postaci elektronicznej, żeby były rzetelne i kompletne. Nie może jednak ponosić odpowiedzialności za skutki działań podjętych w oparciu o informacje publikowane w ISAP w sieci Internet. ISAP nie jest źródłem prawa a elektroniczna wersja tekstów ujednoliconych ustaw opracowywanych w KS może być dla naszych użytkowników jedynie materiałem informacyjnym i pomocniczym.

What is ISAP?
Internetowy System Informacji Prawnej was designed and created in order to facilitate access to legislation information in Poland published in Dz.U. and MP. - two main government legislation publishing houses. In the early days used solely by The Chancellery of the Sejm as a tool aiding legislation process in 2001 was made public at http://www.sejm.gov.pl. Nowadays it is widely used by various public institutions, enterprises, the academic community, the justice system and private citizents.
ISAP database contains bibliographic descriptions in metadata form on every single document made public, whole legislation descriptions prepared by legislators in the Chancellery of The Sejm and various legislation acts made public in Dziennik Ustaw and Monitor Polski, published by The Prime Minister in accordance with act from 20 July 2000.

Functionality

Application facilitates access to legislation acts grouped either by year or watchword. There is a search form which allows narrowing down the list of legislation acts by several attributes such as: title, status, act type, publication act number, issue date and linked watchwords.
The Chancellerys mission is to keep the data of ISAP updated as soon as new legislation get passed by the parlament. Nevertheless The Chancellery cannot be held responsible for any and all error found within the ISAP database nor for any and all actions undertaken by any party based on the data made public through the ISAP database. ISAP is not a source of law and the electronic database of ISAP can only be taken as an aid and general information.
